Dear Mr. Gunn:

I have been hoping to meeting you once more before you sail for America, but owing to heavy office routine, I am obliged to postpone my trip until next month. So, I shall miss seeing you before you leave, but I send you herewith my best wishes for a successful trip and early return.

Our plans of extending our service to Nanking, as I outlined to you at our last interview, has been under serious consideration by our Library Board. It will be one of the main topics for discussion at the China Foundation meeting in April. Owing to the constant threat for autonomy in North China, there will surely be a change in our book purchasing policy. I shall, however, keep you informed concerning our future programme.

I enclose a letter with regard to fellowship in library science and hope very much that you will submit it to Dr. Stevens.

Under separate cover, I am also sending you several packages of our printed cards for Chinese books. They represent the output of January. If you still have space in your trunk, I shall appreciate it if you will bring them to the attention of Dr. Stevens and other officers of the Foundation. We have been distributing these cards to various libraries and scientific institutions in China and abroad.

Dear Dr. Yuan:

We have just received, with special appreciation, the copy of the handbook on “Libraries in China”; also the copies of the Bulletin of the Association(issues of January-February, 1935, March-April, 1935, and May-June, 1935).

With best wishes, believe me,

Very sincerely yours,

Dear Dr. Keogh:

Thank you so much for sending me the copy of the New York Times for January 19th. I have read the article with a great deal of interest and I am having it made available to our reading public.

About three weeks ago I sent you a copy of “Libraries in China”. Although it is not a satisfactory piece of work, yet I hope it would give you much information you are interested in. All of us here have been expecting that some action will be taken by the Foundations in order to enable you to plan a visit to China this year, if possible. At the end of December, I wrote to President Keppel as well as to Dr. Stevens and I am hoping to hear from them very shortly. It will indeed be a great pleasure to see you in our country.

Dear Sirs:

In connection with the third annual conference of the Library Association of China, the National Library of Peiping will organize an Exhibition of Modern Library Appliances in July, 1936. One section of the Exhibition will be devoted to literature and specimens relating to photo-copying or printing and in view of its importance, we are writing to you to solicit your assistance and co-operation.

It is our sincere hope that the results of your researches will be represented in this exhibition. If it would be possible for you to send us photographs of appliances, specimens of books or manuscripts reproduced by the photo-filming process, and descriptive literature thereof, they will be most gratefully received. If there is any cost, we hope you will let us know.

The object of the exhibition is to show the rapid progress which the science of micro-film copying and photo-printing have made during recent years in the United States. As a very large number of librarians will come from all parts of China to attend the Conference, the exhibition will be of great significance to the future of library development in this country.

Dear Dr. Yuan:

This is a late acknowledgment of the many printed articles and books sent me during the past few months and illustrated calendar for the year 1936. The calendar is admired each day by my young daughter in spite of her ignorance of what the characters indicate. Your monograph on Libraries in China gave me a great deal of helpful information. It made me wonder whether the best friend of Miss Wood should not give some time to writing her biography.

Sincerely yours,

Dear Dr. Yuan:

You are most kind to report the visit at your library of my old friend, Miss Elizabeth Wallace. I know that she had many pleasant experiences in Peiping, and I deeply appreciate the personal attention you gave to her during her stay.

I have put over until the arrival of Mr. Gunn the discussion of your two requests still before the Rockefeller Foundation. These are the ones for the preparation of cards over a three-year period and for help on a mission of American librarians to China. They will be presented shortly for discussion by our committee. At the same time, I will bring up the desire of the American Council of Learned Societies to aid the Library of Congress and other institutions and universities in getting photostats of material in your collection. I hope that we may have favorable news to give you on all these matters.

Sincerely yours,

May 19, 1936

My dear Dr. Yuan:

At the meeting of the Executive Committee of The Rockefeller Foundation held May 15, 1936, the plans of the National Library at Peiping, for the development of national and international services were described. I have the honor to inform you that an appropriation was made towards the development of library services by the National Library during the three-year period July 1, 1936, to June 30, 1939, the total to be available not to exceed $25,000, and the amount to be available in any one year of the period not to exceed $11,000.

It was the understanding of the meeting that of this sum as much as needed up to a total of $18,000 might be called for at the rate of $6,000 yearly for the development of a card catalogue of all Chinese publications from 1931 to 1938, and that up to $7,000 might be called for in connection with the proposed visit of representatives of the American Library Association and to pay for reproduction of Chinese materials for American scholars.

Payments under this grant will made be through the Foundation's office in Shanghai in such manner as may be mutually agreed upon.

Very truly yours,

May 21, 1936

Dear Dr. Yuan:

You will have from the Secretary of the Foundation official notification of a grant for three purposes, two of which have been made the subject of correspondence between us over the past several months. The first item is entirely clear, that is, the one having to do with the support of your plan to produce cards covering titles appearing in China from 1931 to 1938. The second item leaves to your discretion the disposal of $3,000 as a maximum to be used for a mission of American librarians appointed by the American Library Association. This sum also is available during the three-year period.

The third item, a sum of $4,000, is provided for expenditure on your order during the same period to furnish American scholars and institutions with photostats or film copies of materials in Chinese. This sum was included in the grant at the request of American scholars who see the requirements of the Library of Congress and of workers in the colleges and universities. I suggest that the channel of recommendation be Dr. Hummel of the Library of Congress, who will be in touch also with the Committee on Far Eastern Studies of the American Council of Learned Societies representing the major institutions. Please let me know whether or not this suggestion is acceptable. I have reported it to Dr. Hummel and to Mr. Leland of the Council. If you agree to such an arrangement, I am sure that Dr. Hummel and Mr. Leland will be glad to offer suggestions that might be helpful to you in initiating the work.

I am sure that you have had from the office of the Foundation in Shanghai sufficient explanation of the method of securing funds under such an appropriation as this. I am sending a copy of this letter to that office for their reference.

Sincerely yours,

David H. Stevens

4th June, 1936

My dear Dr. Yuan:

We have learned from Dr. Stevens of the grant by the Rockefeller Foundation to you of the sum of $4,000 for the purpose of furnishing American scholars and institutions with photostats or film copies of materials in Chinese. We understand, too, that he has told you something of our activities in this direction during the past few months, and has proposed that any information, experience, or suggestion of ours might be placed at your disposal.

It is hardly necessary to say that we are more than delighted to do so, since the grant not only brings closer to realization something which we have long desired, but marks the beginning of a new day in Chinese studies here, and we hope in library service in China. Possibly the best way in which to place the matter before you is briefly to relate what we have been doing.

For two or three years our Joint Committee with the Social Science Research Council on Materials for Research has been very active in studying the possibilities of, and experimenting with, film-strip copying of documents. One of its experiments, for instance, was in photographing on film the entire hearings on the Agricultural Adjustment Act, more than a million pages. A considerable group of Americans have been engaged in this work, from different sides, and all have been in close contact with each other, so that they have a very considerable body of information and technical experience which they have exchanged with the utmost freedom and which they place constantly at the disposal of scholars who wish to use it for scientific purposes. One of the concrete developments is the new Bibliofilm Service under Dr. Watson Davis of Science Service, which is described on the enclosed leaflet.

Among these experimenters has been Dr. R. H. Draeger, of the United States Navy, who first became interested in the matter through an attempt to create a library of medical works on film which could be easily transported to, and used in, out of the way places. In close cooperation with the Department of Agriculture, and of course with Dr. Walter T. Swingle, he has invented and developed his own apparatus both for photographing the works on film and for reading the film, apparatus now being put into production by large American manufacturers of optical materials.

In October of this year, Dr. Draeger expects to be transferred from the United States Naval Hospital here to Peiping, and it had been our intention, in the event that the Rockefeller Foundation could not make a grant for the purpose, to borrow funds for equipment and to utilize Dr. Draeger's technical knowledge and enthusiasm to work out with you some system of establishing an exchange on film of materials which you would like to have from here for materials which we should like to have from China.

In the consideration of our plans during the past few months, we have come to feel that the following desiderata should be the features of any such system:

(1)That the system operate on the basis of mutual exchange; not, however, necessarily on a page-for-page basis. We have taken it for granted that we could count on your full sympathy and cooperation in securing film-copies of any materials which we wanted and which were available to you. But we have not wanted to ask that the cooperation be all on one side, especially when there are so many things, scientific articles and the like, which must be so much in demand on the part of Chinese scholars, and which we should be delighted to make available to them. Moreover, as with every new development, there will be those unsympathetic to it, and it will be easier for both of us if we can always point to an exchange.

(2)We feel that the administration of the exchange should be in the hands of the two great national libraries, yours, and the Library of Congress. You know enough of inter-university and institutional jealousies in America to make it unnecessary for me to elaborate. We have precedent for this kind of activity on the part of the Library in the Modern Language Association Rotograph Service and its Additional Series. Under this system, four hundred or more medieval manuscripts have been purchased abroad for scholars, and are now preserved and available to other scholars at the Library of Congress. The system has worked much better than having scattered libraries all purchasing rotographs, frequently duplicates of those already in this country. I am just this week, for instance, signing checks for the purchase of 13,000 folios of medieval Latin translations of Aristotle through this service. In other words, the system for handling these matters is already set up; the inclusion of Chinese materials is only an extension of it.

With these ideas in mind, Dr. Swingle, Dr. Draeger, Dr. Davis, Dr. Hummel, and I had lunch together one day last week for a discussion of how we could be most useful to you in setting up this enterprise so that it would yield the best results for American and Chinese scholarship. We communicate the following suggestion, with the full realization that facts known to you but not to us may prevent your putting them into effect, but in the belief that you will receive them just as though you had been sitting at the table with us.

1.That you make full use of Dr. Draeger's technical experience and assistance in setting up the machinery and carrying on the operation of it during the first period, training men to continue it, etc. Dr. Draeger could secure equipment(some of which he would have to build)before he leaves America and transport it with him when he leaves for China. This equipment could be paid for directly by the Rockefeller Foundation here on order from you, of course, with all possible safeguards for you. I think that this would work out much better than ordering the equipment at long range from America, Europe, or anywhere in the Far East. You understand, of course, that there is no question of compensation for Dr. Draeger involved. He will be attached to the United States Naval Hospital in Peiping; he will participate in this enterprise solely because of his own scientific interest and of his realization that it is an important job worth doing. Perhaps in the state of present international tensions his naval connections might be a handicap, but we hope that this will not prevent your taking full advantage of his technical knowledge and experience.

2.That you authorize us to organize the system here through the Library of Congress on a contributory basis. We should ask American scholars and institutions to purchase film-strip copies of Chinese materials through us at a per-page price to be determined by experience. The funds thus secured would not be transferred to you, but be used here for the purchase of such film-strip copies of materials available to us as you should want in China. Our first attempt would be to get the Library of Congress itself to subscribe in this sense. On this question I am in consultation with Dr. Putnam and Dr. Hummel now.

I wish that we had had a little more time in order to be able to make a display at the Tsingtao Conference in July. We have recently had exhibitions of film-strip machinery at New York and at Richmond, and I assure you that there is now nothing experimental about the techniques. I am writing you about this in another letter. Here I need only say that exceedingly satisfactory reading apparatus has been developed, and it will shortly be in quantity production. Unquestionably there will be improvements, but the improvements can only proceed along lines already charted.

There is, however, one difficulty. If you are to make use of Dr. Draeger's services,-and that seems a wise thing to do, since it offers the opportunity for very high technical service and enthusiasm without cost,-we should set him to work building and assembling the proper equipment here before he leaves. There is, consequently, need for some haste. It may be that we can borrow the money to get him started. We need to buy only the bare materials, since we can use the Government shops for the actual work. There is not time to wait and hear from you, so I shall have to work this out as best I can. Meanwhile, if there is anything to say which you can compress into a cable night-letter, please cable to me, collect, what you think of our plans so far as we have outlined them and how we can best be helpful to you.

We hope that we can make this great effort at cooperative scholarship successful. Such close collaboration between two great national libraries cannot but be an example to the rest of the world and a step in the direction of creating the real world-scholarship which we all so much hope for.

My dear Dr. Yuan:

For such purposes as you may wish to use them for at the forthcoming Library Conference in Tsingtao, we are sending you under separate cover certain materials, to-wit:

A number of reprints of a descriptive article which was distributed recently at our own Library Conference in Richmond, Va. To this article was attached a microfilm copy of a page in English from a scientific journal. To each of the copies intended for distribution in China we have attached a microfilm of folio from the third preface of the Ch'en tu fu chih in an edition apparently rare in Chinese libraries. Within each reprint we have folded a brief description of this gazetter and a positive enlargement of one page of the folio showing the size in which the film can be read through the reading machine.

In addition, we are sending a positive microfilm of about fifty folios of this same work, being the prefatory materials, table of contents, etc. It is interesting to note that in a pinch the Chinese text could be read with the naked eye directly from the microfilm, something quite impossible with the English text; and with a glass of small magnifying power such as is available almost anywhere(in the five-and-ten-cent stores here),could be used quite readily.

It may be possible later, too, to send descriptive materials and photographs of the various reading apparatus, but we have not those at hand just at the moment and want to get the present material off to you in time to be available at your Tsingtao Conference.

My dear Dr. Stevens:

I beg to acknowledge the receipt of your letter of May 21, 1936, informing me of an appropriation of $25,000 by the Rockefeller Foundation to the National Library during the three-year period July 1, 1936 to June 30, 1939.

On behalf of the National Library, I wish to express to you our keen appreciation for this grant which not only enables us to realize our desire we have so long cherished, but it marks the beginning of a new day in library service in China. We particularly welcome this news, as it was received on the eve of the Tsingtao Conference of the Chinese Library Association. We shall not fail to make public announcement of this grant to our members and shall have occasion to make due acknowledgements at the sessions of the Conference.

With regard to the proposed visit of American librarians to China, I am writing to Mr. Carl H. Milam, Secretary of the American Library Association, suggesting the appointment of representatives of the Association. We hope Dr. Bishop and Dr. Keogh may be chosen as official delegates and shall leave the time of their visit to their own discretion.

Concerning the third item, a letter has just been received from Mr. Graves setting forth the new plan for exchanges based on the use of improved cameras and improved projecting machines devised by Dr. Draeger. In view of Dr. Draeger's visit to China, I have cabled Mr. Graves accepting his proposal and asking him to proceed with necessary plans as outlined in his letter. It will indeed be a great privilege for us to make full use of Dr. Draeger's technical experience and assistance in setting up the machinery in China.

I wish to assure you that we shall do everything possible in contributing our share in this cooperative enterprise. I trust that such close collaboration will mean a great deal in fostering closer intellectual relations between our two countries.

With assurances of our sincere appreciation for your interest and assistance,

Yours sincerely,

Last December, in accordance with your suggestion of October 1, 1935, I wrote to Dr. Stevens stating that the American Library Association had made Dr. Bishop and Dr. Keogh official delegates of the A. L. A. to be effective if and when they visit China.

There still remains the difficulty of getting away. I am getting in touch with Mr. Bishop as to the time that would be most convenient for him, and we will see whether we can agree upon a date. It is not likely to be within the next six months. I will write to you later, as soon as I have had a chance to think the matter out and to learn what Mr. Bishop's views are.

Yours very sincerely,

September 17, 1936

Dear Mr. Yuan

Dr. Bishop and Dr. Keogh recently conferred on the proposed visit to China. They also talked with Dr. Stevens of the Rockefeller Foundation. This letter is one of the results of their conversations.

Both Dr. Bishop and Dr. Keogh have been announced in the catalogs of their institutions as giving courses of lectures during the coming academic year. While it might not be impossible for them to get leave of absence, it would certainly be much easier if the proposed visit to China were postponed until the fall of 1937. This would also permit Dr. Bishop to be present at the discussions of his budget next spring after the adjournment of the legislature. They both recognize that a further postponement of the visit may not meet with the approval of the Chinese Library Association, in which case they suggest that it might be better for other persons to be selected who could go at an earlier date. We shall be glad, therefore, to learn from you whether the visit could be postponed without serious inconvenience until the fall of 1937.

It is not so easy to get leave of absence with pay as it was a few years ago because the university library staffs have been reduced and financial conditions in the universities are much worse than they were when the proposal was first made. It is just possible that neither institution would grant a leave of absence unless substitutes were provided. In view of these facts, Dr. Bishop, Dr. Keogh and Dr. Stevens think that an official request should be made upon the presidents of Yale and Michigan by the Chinese Library Association or the American Library Association or both so that the question of leave of absence would not be initiated by the men directly involved. I am of the opinion that the request should go to the presidents(Alexander G. Ruthven of the University of Michigan, James Rowland Angell of Yale University)from the Chinese Library Association and that the A. L. A. should supplement the request.

It seems necessary to know exactly what you would like to have the American representatives do, what libraries they should visit and what meetings they should attend. If these facts could be set forth in the form of an itinerary giving dates, distances in miles and time and □□□ whether communication is by rail or water, it would be very helpful. They would also like to have your advice as to the best date for arriving so far as climate is concerned.

Dr. Bishop and Dr. Keogh understand that all of their expenses from the time they set foot on Chinese soil until they leave will be paid by the Chinese Government. I assume there is no question about this. It is not clear, however, whether the Government's invitation would include the cost of a translator and of a stenographer who could take down in Chinese statements made by the government officials and others, which should be available for the final report.

If you will be good enough to give me the information requested in this letter, I will see that it is transmitted without delay to Dr. Bishop and Dr. Keogh.

With cordial greetings on behalf of your many friends in America, I am

Very sincerely yours

Thank you for your kind note of November 7.

I receive regular reports from Dr. Draeger, who tells me that the work on the apparatus is proceeding very satisfactorily. He has his orders to proceed to China in February, but I do not think that he will be able to go until spring. I fear, therefore, that we cannot expect the apparatus to be set up in the National Library until early summer. I am sure that it will be satisfactory, and that it will make possible a most interesting and important exchange of documentary material between China and the United States.

I suppose that Mr. Graves is now with you. I am writing to him, at Shanghai, by the same mail, and hope that he will receive my letter before he leaves China on his way back to the United States.

December 12, 1936

Dear Dr. Milam:

Your letter of September 17 has been received for some time. Owing to my absence from Peiping, I wish to apologize for unavoidable delay in answering.

A meeting of the Executive Committee of the Library Association was recently called to consider various plans in connection with the visit of the representatives of the American Library Association. The following is a brief resume of our discussions:

(1)Realizing Dr. Bishop's and Dr. Keogh's difficulty in getting away from their work during the present academic year, we endorse your proposal of postponing their visit until the fall of 1937. If they could arrive at the end of September, it would not only be convenient to colleges and universities, but it would also be the best climate in China.

(2)in accordance with your thoughtful suggestion, the Chinese Library Association has addressed an official request to President Ruthven and President Angell, copies of which are herewith enclosed. It is hoped that the A. L. A. would find it possible to supplement the request.

(3)in order to facilitate their investigations, we are preparing a handbook(in English)of the more important libraries in China which will serve as a useful guide during their visit. I also enclose a tentative itinerary.

(4)The visit of Dr. Bishop and Dr. Keogh will be arranged under the auspices of the Chinese Library Association, but not of the Chinese Government. The Association has requested the Government for a subvention, but so far nothing definite has been decided upon. However, with the grant from the Rockefeller Foundation, we are able to provide a translator and a stenographer as required by Dr. Bishop and Dr. Keogh.

(5)we have arranged with the Dollar Steamship Lines and the American Mail Line to look after their trip. As soon as we hear definitely their probable date of departure, we shall arrange to have the tickets sent to them directly from New York.

With the increasing facilities of rail and air travel in China, it will be possible to shorten the duration of their visit, although we wish they could stay as long as they can possibly arrange it.

I need not emphasize the fact that all librarians in China have been looking forward to their visit and it is a real pleasure to learn that they are able to take the trip in the not distant future.

With many thanks for your cooperation,

Yours sincerely,

T. L. Yuan

President James R. Angell

Yale University

New Haven, Conn.

U. S. A.

Dear President Angell

During the past two years the Library Association of China has been endeavoring to arrange a visit to China from Dr. Andrew Keogh, the Librarian of your University. The purpose of the proposed visit is to enable Dr. Keogh to conduct a survey of Chinese libraries with a view to their further development. In taking this action, the members of the Library Association feel confident that they will have at their disposal Dr. Keogh's scholarship and experience which will be of immense value to them in their efforts to improve the library situation in China.

We fully realize the difficulty in granting a leave of absence to a University Librarian during the academic year. But in view of the significance of Dr. Keogh's mission and in view of the close cultural relations between the Yale University and higher institutions of learning in China, we sincerely hope that a leave of absence for three months and half(from September to December, 1937)will be granted to Dr. Keogh by your University.

I may add that a grant has been made to our Association by the Rockefeller Foundation to cover the expenses of Dr. Keogh to be effective when the necessary leave of absence has been granted.

The scheme has also had the cordial support of the American Library Association and if the proposed visit is to be materialized, Dr. Keogh will come as the official delegate of that Association.

Trusting you will give favourable consideration to our request,

Yours very sincerely,

T. L. Yuan

December 15, 1936

Dear Mr. Yuan:

In talk on December 11 with Dr. Hummel I learned that the grant of the Foundation for production of library cards at the National Library is giving useful aid to your program. He is much pleased with the current product, and of course hopes that the number issued will steadily increase. The fund for the production of cards is available for any part of the process that you do not have present means of operating under library funds. This of course is within the total of $6,000 for each of the three years from July, 1936. The other parts of the total grant are available at any time during the three-year period. I am happy to learn that both Mr. Bishop and Mr. Keogh expect to make their visit to China in the fall of 1937. No doubt by letter and by talk with Mr. Graves you have developed the details of their plans.

Sincerely yours,

David H. Stevens

Should your Library desire to avail itself of this opportunity to purchase a copy, we hope you will place the order with your remittance.

Yours faithfully,
