Dear Dr. Yuan:
I was very happy to learn some weeks ago that you were actually coming to the United States again without waiting for the war to end. Now I am delighted to know that you have arrived.
I extend my cordial welcome, as I am sure many others have already done, on behalf of the American Library Association and on my own account.
You will have learned from White and Lydenberg and Brown and from Mrs. Fairbank what we are thinking about, trying to do, and, in some small measure, doing. It will be of great advantage to all of us to have an opportunity to talk with you personally and to get your advice.
Mrs. Fairbank says that you are to be in Washington for three or four weeks and that you hope to get to Chicago and Ames. By all means come out this way if you can! If you cannot, then let me know and I will make certain to meet you somewhere else.
Cordially yours,
Carl H. Milam

Dr. T. L. Yuan
c/o Orientalia
Library of Congress
Washington, D. C.
Dear Dr. Yuan:
When in Washington in November last Dr. Hummel told me that you were expected to pay a visit to the States; and through the courtesy of Mr. Wang I have just heard of your arrival in Washington. If you can spare the time, we would very much like to have you come for a visit to the Gest Library.
You have had some exchange of courtesies through Mr. Lawrence Heyl, Associate Librarian, with Princeton University Library, and very likely you would like a conference with Mr. Heyl, and perhaps would like to meet the University Librarian, Dr. Julian Boyd. You have seen part of the Gest Collection when it was deposited at McGill University, although at the time I was away on vacation. Since our removal to Princeton the remainder of the collection came over from Peking, and the present holdings of something over 100,000 Chinese stitched volumes are on the shelves. As yet we are not in permanent quarters, nor have we undertaken even the ordinary routine activities of library since we have not yet been able to have a staff required to make the necessary preparations for such activities.
We would like to have you talk with Dr. Aydelotte, the Director of the Institute for Advanced Study, and I would like to plan with you any suggestions which we may be able to work out for the cooperation of the Gest Oriental Library with the National Library of which you are Director in so far as can be done for the mutual advantage of the two institutions.
If you can arrange it when you are in New York City, or en route to or from that city, some time in February, or later, if necessary, would you pay a visit to The Gest Library to be the guest of The Institute for Advanced Study? I would appreciate the help such a visit would be to us all.
Very sincerely,

Dear Dr. Yuan
I have pleasure in transmitting to you the following brief expression of thanks voted by the International Relations Board of the American Library Association at its meeting on October 7-8, 1944:
On behalf of the thirteen libraries cooperating in Chinese purchase, the American Library Association expresses its great appreciation of the energy and wisdom shown by Dr. T. L. Yuan in the execution of this project.
American libraries and the American Library Association are under obligation to you for many favors. This particular item was singled out for a formal action because we believe that it is putting an unusually heavy burden on you.

Dear Dr. Yuan:
Are your plans beginning to take definite shape enough to let us have some suggestions as to how we can best help you put your time to good use when you get back to Washington? Are there any things in particular you wish to see-any people? If so, we shall be glad to try to make appointments for you, though in that case it will be more fruitful if we know of any engagements you have made or any you would like to have made.
One thing certain is that it would be well for you to get together with the State Department force and with Messrs. Milam and Brown as well as our office to tell us just what kind of books you feel will be most appreciated by and most useful for China. We want to begin buying as soon as possible. We want likewise to avoid as many mistakes as possible. We feel your advice and counsel on this point will be of first importance.
Some of your friends, many indeed, would like to get together with you informally around the dinner table. We feel this is so important as to make us want now to know whether you have any particular dates you would favor or any to avoid.
With kindest greetings to all your friends.
Truly yours,

Many thanks for your good letter of January 6th. I am particularly happy to learn that you expect to be in Washington for a few days beginning January 24 and I am looking forward with keen pleasure to meeting you.
Before leaving Chungking, I wrote you on November 24 with regard to the remitting of ALA funds to China. For fear that you may not have received it, I am enclosing copy of that letter for your reference.
It is possible that I could arrange to be in New York City when you are there, so that we can talk over matters of mutual interest. I am also anxious to visit Chicago and Ames during this trip.
With renewed thanks for your interest and cooperation.
Sincerely,

Dear Mr. Yuan:
I was delighted to learn from Knight Biggerstaff that you are in this country, and I hope that you will have time to come to Ithaca before long. Dr. Kinkeldey joins me in extending to you a cordial invitation to visit Cornell as the guest of the University. We are forever grateful to you for all you have done to help us build up our library of Chinese books, and we should be so glad of an opportunity to have a visit with you. A considerable interest in Chinese studies have developed here, not yet all one could hope for, but a beginning, and it would be helpful to have several of those concerned with it meet you, too. To me it seems much too long since the many pleasant occasions on which I enjoyed your hospitality during the year I spent in Peiping.
Sincerely yours,

Dear Dr. Yuan:
Your telegram was received with much pleasure. I am planning to arrive in Washington Wednesday morning, January 24, probably about 9 o'clock. I am staying at the Hotel Washington, but it is very probable that no room will be available for me until late in the day. I shall, therefore, check my suitcase and proceed over to your hotel, which I should reach before 10 o'clock.
I thought you might like to go with me to the Library of Congress to confer with Mr. Lydenberg and Mr. Milczewski, and then we would go over to see the Acting Librarian of Congress, Dr. Luther Evans. I am writing both Milczewski and Evans today. Later on in the day we might check over some future appointments with Mrs. Fairbank, and then we can commence on various conversations which will probably take some time. We shall want to spend some time with Dr. Carl White also, if he is still in Washington.
I am leaving for New York late Thursday evening, January 25, but shall return to Washington on the evening of January 29 and shall be available January 30-31, and February 1. I have many matters which we should discuss frankly without the difficulties imposed by the restrictions in correspondence.
I have talked with so many Chinese scholars who are warm friends of yours and have been so interested by your approach to library problems that I am looking forward with the greatest pleasure to talking with you personally. I feel that we have been friends for many years.
I talked with Mr. Milam over the phone yesterday. He would have liked to have gone to Washington to greet you personally, but he thought that in view of the difficulties in travel and the pressure upon his time you would make allowances for his delay. Both of us are expecting to see you in Chicago and at Ames later in the year. In the meantime, I trust you will accept me as a representative of our Executive Secretary. I know he shares with me my warm respect for you personally and, officially, for the librarian of the National Library of Peiping and the Chairman of the Executive Board of the Library Association of China.
May I add also that some anxiety on this side has been much relieved by your signature in your letter of November 20. We were very glad to know that you are still the Chairman of the Executive Board of the Library Association of China.
Yours very truly,

Dear Mr. Yuan:
I have been hearing for some time about your plans for being in this country and about your arrival, and the moment seems to have come for me to get in touch with you.
Dr. White writes that you would consider coming to the School of Library Service some afternoon while you are in New York and giving some of us here a chance to meet you. This would be a pleasure to our group, especially in view of your connection with the New York State Library School, which contributed to the founding of the present School of Library Service.
Could you, accordingly, give us some time on the afternoon of Wednesday, February 21? We should plan to arrange an hour for tea, probably 4:00 to 5:00, in the social room, 523 South Hall, at which there would be opportunity to grasp your hand and perhaps to hear a word about what you have been doing all these years.
We shall be happy in case you can come, and if you can send us an answer soon this will help us in making our plans.

Dear Chancellor Bowman:
Before leaving for America, I told President Chiang Kai-shek about the China Memorial Room in the Cathedral of Learning. I requested him to send you a tablet in the form of four characters, which he did with pleasure.
I have been hoping to bring it to you personally, but owing to a previous engagement at Washington, I shall not be able to come to Pittsburgh with Ambassador Liu. I am, therefore, asking him to present it to the University on my behalf.
I am also asking Ambassador Liu to bring two scrolls for the China Memorial Room. They were written by Shen Yin-mo and Shen Chien-shih, two of our noted contemporary calligraphers. Please accept them with my best compliments.

Dear Dr. Yuan:
It is good this morning to have your letter of March 2. It has come with the two scrolls of calligraphy that take my breath. These scrolls are indeed beautiful, and we plan promptly to see how they may best be put on exhibition in the China Memorial Room. Further, the tablet in the form of four characters done by President Chiang Kai-shek is also here. We shall try to work out a plan by which faculty and students may see this tablet. For these courtesies let me now, on behalf of the University, most heartily thank you.
Personally, I should be delighted to see you, and I hope that you will have some time to spend in Pittsburgh before you return to China. In the meantime, let me express again our gratitude to you and our deep appreciation for the two scrolls and the tablet.

Dear Dr. Yuan:
I am enclosing a notice just sent out to the thirteen cooperating libraries. I shall also insert a note in the Library Journal. You have made an excellent record with the money available for you to spend. I am hoping that the exchange rates will stay down so that we can resume shipment of books.
As soon as you can arrange your schedules, I would like some idea when you will be in Chicago and in Ames. I find I will have to go East sometime within the next month or two and I do not want to miss our proposed extensive conversations.
I have been receiving many letters in regard to the purchase of individual books in China and the future of our cooperative buying program. These matters I shall want to discuss with you. In the meantime, I hope you will not make any definite commitments until we can discuss the future of this program.
Chiang Fu-tsung has flooded American libraries with the request that publications be sent by parcel post. As you know, these parcels, up to the present time, are forwarded at the risk of the sender. Now I am receiving similar request from Peter L. Yoh, who signs himself Associate Director of the Library of the Central Planning Board. I am wondering what relation the Library of the Central Planning Board has to the National Central Library. Furthermore, I wonder how far we should go in duplicating books in the field of librarianship. We have sent many of these publications to the Boone Library School and to the National Library of Peiping in Chungking. Shall we also send the same books to the Library of the Central Planning Board, or shall we attempt to use the available copies we have for libraries in cities other than Chungking?
Yours very truly,

Dear Mr. Brown:
Thank you so much for your letter of March 17. I am glad to know that the books we bought for the thirteen libraries have been received.
I expect to be at Chicago April 12-18. From Chicago I should like to visit the University of Minnesota and come to Ames about April 23-24 if that would suit your schedule.
I am on my way to Boston. You can reach me through Mr. Chiu. I shall urge Mr. Chiu to have printed cards made for the Chinese books which will save the labour of the libraries considerably.
The library of the Cultural Planning Board is a very insignificant institution. I hate to see Mr. Yoh bother you with such unreasonable requests. I shall look forward to meeting you in Ames if not at Chicago.

Dear Dr. Yuan:
I was very glad to hear from you. I am asking Carl Milam to see what day you will be free in Chicago, and then I shall arrange to come in to take up some matters on the cooperative buying program with you, Mr. Beals, and Mr. Milam.
I hope you will assure Mr. Chiu that we appreciate greatly his offer to furnish printed cards. I hope you will also give him my warm personal regards.
Yoh's various communications do not trouble me especially. I am afraid Harry Lydenberg fussed over them more than I did. I have quite a collection now. He has sent form letters all over the United States.
On the other hand, I am beginning to have a considerable esteem for Dr. Seng. I want to talk with you in regard to professional education at the Boone Library School when you are here. Dr. Tsou will be here April 8 and 9, and our Chinese students are making quite a fuss over it. He would like to take all of our duplicates and have them shipped to Washington to be sent to the Minister of Agriculture and the Agricultural Society of China. We have sorted out certain books, but there are some matters connected with schools of agriculture which I think should receive consideration and which might be ignored in the distribution at Chungking. I also want to take up with you some matters relating to Mrs. Fairbank's visit to China.
I do not know whether you have written to Chungking in the hope of obtaining a list of scientific periodicals published during the war or not. If not, possibly you might do so and get someone started on it.
We sent $1,000 to Chungking in January for the cooperative purchase program, making $3,000 we have sent altogether. You have done wonders with this money. I do not know yet what exchange rate we got for the $1,000 sent in January. The exchange rates have gone up to $600 to $1 at least, so I am informed. You and I must decide what we are going to do in regard to additional funds.
I cannot tell you adequately the pleasure with which I am looking forward to our future conversations.

Dear Dr. Yuan:
I have your letter written from the International House in Chicago. The difficulty in the sending out of a letter of this sort is that librarians have received a host of letters from Chinese institutions, societies and organizations. I enclose a copy of one that came this morning. It is almost impossible for librarians to know the merits of the various institutions requesting books. Furthermore, we are receiving many requests from such libraries and organizations as the National Central Library, Central Planning Board and Ming Sung Industrial Company, Ltd.
If the proposed letter is sent out to institutions, there should be some explanation why the National Library of Peiping should have priority in the requests being received. I am enclosing a short note which you may wish to send out with your letter. Of course, you are at perfect liberty to send out the letter you propose without any reference to the ALA, to the Committee on the Orient or to me. If you wish, however, to enclose the attached statement, I would have no objection and, of course, you are under no obligation to consult me on this matter. Certainly, other librarians in China have not been so meticulous.
The three possibilities are(1)send out the letter as you have written it, or(2)send out the letter with the attached statement from me, or(3)let the matter drop for the time being. You will have to decide what step to take.
Yours very truly,
Charles H. Brown, Chairman

May 14, 1945
My dear Dr. Yuan:
I have been thinking a good deal about our conversation on the morning you so kindly came to call on me, and about your suggestion that I should write out some of the ideas which might be useful to Chinese writers trying to find American readers.
Of course, I feel embarrassment in doing this, since Chinese writers are so successful in their own country, and it seems very presumptuous of me. I can only proceed on two grounds first that there may be some young writers who might be helped by knowing something of my own experience, and second, that I am so anxious that the work of Chinese writers should become known, here in my own country, in order to further the understanding between our two peoples.
For the first, I may say that I, myself, began to write for Americans very much as a young and inexperienced Chinese might begin. I had lived so long in China that I had no knowledge of any other people, even my own, except by hearsay and the acquaintance of a few individuals. It was impossible for me to write about American life. I remember at first, I had many rejections from American editors and I got quite in despair. Only a lifelong determination to write kept me trying again. The usual reply from these editors was that Chinese subjects would not interest their readers. I succeeded at last only by making the characters in my books primarily human beings and secondarily Chinese. I must confess that then I fell under the criticism of some Chinese, who did not like the human beings!
But all that is past. Even the times have changed. There is a real eagerness now among the people of America to know more about China, and the market is open for Chinese writers, even in translation.
I know that this statement will bewilder some Chinese writers who have tried in vain to get their work published in this country, but I think it is true, nevertheless. The market is here and it is ready, but that is not to say that anything a Chinese writes will find publication. We all know that in order to sell anything, one must consider to some extent the demands of those who want to buy. I don't want to put literature on a commercial basis, by any means, but unfortunately what editors and publishers put into their magazines and books has to seem to them, at least, what their readers will want and enjoy. For this reason, I will put down what I think is essential for Chinese writers to know, who want American readers.
1.The casual, subjective, informal essay type of writing, which delights Chinese intellectuals, find little interest here. I do not know why this is so. But it is true that the informal essay is almost non-existent in this country. Americans are not much interested in the internal workings of the writer's mind, nor in his opinions and vague thoughts, especially if these are tinged with a sort of pretentious melancholy. Americans are an extremely realistic people. They like their literature realistic and human. They are non-intellectual, and much of the material sent here by Chinese intellectuals does not interest them American intellectual writing, too, finds little publication.
2.A good deal of the modern Chinese writing is derivative. Modern plays which may seem original to a Chinese audience unversed in Western Literature do not seem so to an American audience who recognize the source of the inspiration. I have in mind a Chinese play I have recently read, which achieved great fame in China. I hear, but which would be impossible to present on the American stage, because obviously it is modeled after the plays of our own Eugene O'Neill.
This brings me to another point, which is that the whole attitude toward literary influence is different in China and America. In China it is quite permissible, through long tradition, to write “after the manner” of some great master but here it is simply called plagiarism or imitation and is rejected. Originality is our most highly prized quality in writing.
If a young writer is called imitative, it is the most damning thing that can be said about him. It means his own creative genius is weak. It is extremely important, therefore, that Chinese writers create out of their own material and in Chinese ways, not in the least reminiscent of western literature. The western flavor at once makes the American reader feel that the writing is not fresh and good.
3.Another difference between us is that Chinese quite willingly tolerate stories and novels which have no plot, but just begin and go on and then stop. Not so in this country. Americans like their stories with some complication and with some clear conclusion. They like their characters clearly defined, not vague and romantically cloudy, not sighing and weeping and over-intellectualized. If a man weeps, as often happens in a Chinese story, Americans are shocked at the weakness. Men do weep, I suppose, in America, but if they do, it is behind a closed door, and nobody wants to hear about it! Let us say that strong men, such as are heroes in stories, ought not to weep! Clearness in story structure, clearness in character development, are essential to American enjoyment.
4.Americans enjoy humor very much. Even in very tragic works they enjoy a touch of humor in some character put in for contrast. Tragedy unrelieved is not much read. Least liked of all is the sentimental Sorrows of Werther type of □□□.
5.The form which writing can take, except for the informal essay, can be almost anything. There is a wide market for short stories, and if these are accepted by popular magazines, they bring good prices. Articles have also a good market, and many publishers would like to have novels, especially if they deal with the modern scene. Good translations are also welcomed. The market for poetry exists but is small. Short stories are usually about forty-five hundred words in length, but may be as little as one thousand. Two and three part stories may also be acceptable, if material and technique are good. By good, I mean human and living and naturalistic in mood.
I do think that American writers work harder than the Chinese writers do at a given piece of writing. Chinese writers “dash” something off-so I am told. But an American will write and rewrite, endeavoring to have his work the best of which he is capable. Writing is a serious and difficult job-not at all an easy or casual one. Only the writer long accustomed to his work can, like a painter, knows just where his strokes should lie in order to make the coordinated whole. A good deal of the writing now sent to us from China seems to us, if I may venture to say so, done too quickly and casually.
To sum up, I should say that Americans enjoy realistic clear writing. They like good character delineation, they dislike sentimentality and most of all they dislike intellectualization, especially the sort which seems to be an intellectual pose. Affectation of any kind the American despises.
One thing which Chinese writers might wish to know in dealing with western editors and publishers is not to be personally offended if their work is rejected or if it is severely cut or criticized, and changes suggested. American editors are accustomed to this, without any personal feelings of loss of face, etc. One reason for Lin Yutang's great success in this country is his utter disregard of his own “face”. He accepts criticism and suggestion with good humor and a genuine desire to do a job the best he can, without hurt feelings.
I may say that there is no writer in the United States who can expect always to have his material accepted as he writes it, unless actually it does fit the editorial demands of the magazine to which he submits it. At the same time, of course, no true writer will consent to write at the dictation of anyone else. The final judge is the writer, but the real writer wants to know how his work can be improved.
In closing this overlong letter, I might say on the constructive side that any one writing about China in a true, human way will find an audience today in America. Americans are much interested in how the real Chinese think and feel and live. They are not interested in intellectual gymnastics, in false pretentious writing, in imitative writing, nor in writing obviously for sale. But the writer who can dig deep into the real Chinese mind and heart and reveal its essential humanity, without propaganda and without pose, can succeed with American readers.
One more word; the propaganda plays and stories and poems which have performed a real service in China during the war will not be read here. Such writing has also been done on a large scale in Russia, and is really unpopular in this country. Americans feel they do not have the need for such propaganda and have no interest in it.
I feel that there is a great opportunity for Chinese writers to make their people known now to our people. In honesty and simplicity this should be done, without false shame. The Chinese people are so great. After ten years in my own country, I still feel that the Chinese people are perhaps the greatest on earth-I mean, the Chinese common man and woman, the ninety-eight percent of any nation. Their strength, their humor, their goodness, their reality, will win Americans to China, if they can only be made plain to us. And no one can do this as Chinese writers can. I send them all my good wishes, and would like to say that if, in my humble way I can do anything to be of service in getting their works published here, I shall do it gladly.
Yours cordially,
Pearl S. Buck

Dear Dr. Yuan:
I have asked Mr. Beals and Mr. Dooley to arrange for a shipment once a month of $1,000 for China. The latest report we have is that the exchange was consummated at over 300:1, which is not too bad. I hope you can obtain at list of periodicals and society publications issued in China during the war. We should have at least one copy of such publications in this country. This is one matter we must talk over when you are here.
I believe you know something about the report of the FEA in regard to the development of industrial libraries and the training of engineers and agricultural specialists. I offered to the FEA to compile some notes on the training of Chinese students who have a background in science and engineering for filling the positions of librarians in these industrial libraries. This would have to be done in consultation with you, and possibly later with Dr. Wu, now of the Library of Congress. I also talked with Dr. Wu in connection with the possibility of working out some guide to the reorganization of libraries in China. Should, for example, the scientific and industrial libraries proposed by the FEA be organized as separate libraries or as sections of existing libraries? Anything we do would necessarily be only suggestive and would have to be done by some Chinese scholars and librarians in consultation with some of us who know the background in this country and possibly can advise you how to profit by our experiences. We are following the example of FEA, the report of which was worked out by authorities in your country with the assistance of authorities over here. The matter would have to be handled tactfully.
Dr. Chiang Mon-lin told me last week that when he returns to China in the fall, he hopes to set up a committee representing Chinese colleges and universities which could study the organization, curricula, and location of Chinese universities in the postwar period. He proposed that his committee might also serve as a committee on the distribution of books and publications collected in this country. He proposed that we ask the Academia Sinica or, preferably, the Chinese National Research Council to organize a committee on book distribution at once and then let this committee serve as a subcommittee of his larger committee when and if it is organized. I have acquainted Mrs. Fairbank with this proposal.
There are a number of principles on the distribution of books in China which we can lay down for the benefit of your committee, in regard to the destruction of Chinese libraries, certainly, a library which was completely destroyed would need more assistance in the way of books published before 1939 than a library which has been able to preserve its collection.
There subjects are some of those which we must talk over when you are here, Mr. P. W. Tsou's proposal for a system of agricultural libraries in China will also require some consideration.
I am happy to inform you that the ALA Board on International Relations voted to elect you as consultant to the ALA Committee on the Orient and Southwest Pacific. This will, in a way, give you recognition in China no matter what happens to the Library Association of China, and will make possible our continued relationships.
When you have your schedules for your travels east made out, please let me have it. There is always a possibility that something may come up which will require immediate action.
Yours very truly,
Charles H. Brown, Chairman
Committee on the Orient and Southwest Pacific
P. S. I have copies of the FEA reports on industrial libraries in China, training of engineers, and training of agriculturists. I shall have to return these reports before you reach here, but I will make extracts of important features.

Dear Dr. Yuan:
May I answer for Mr. Marshall two questions that have added answers since he wrote you on May 7.
Larger funds are being made available through the American Library Association for book purchase, specifically for use in China. I wish very much that you would discuss your chances of special attention by seeing someone in the Chicago office. This money from the government is quite apart from money of the Association used by Dr. Lydenberg for all countries in need of special help. The condition of the market and of transportation suggest that you should rely on such sources as the Association both for purchase and for storage, but you will need to give the lists that you wish considered into their hands.
Under all the circumstances I am not able to recommend to our trustees the desired special fund of $18,000 for book purchase. This means that I am certain this is not a favorable time, but I am interested as ever in your future plans in a permanent location.
We still are waiting to get word from the men who are to write us to support requests for fellowships for your friends from China. I understand that it is to be more difficult for the time just ahead to get releases or to offer invitations to fellows from the Far East. Perhaps this will take a turn for the better before you are back in the east. I hope so.
Sincerely yours,
David Stevens

I have sent you under separate cover Arts College announcements which list courses in Russian and Chinese. Because of present unsettled conditions, the announcements are not so nearly complete and up-to-date as one might wish, but they give some information which may be of interest to you.

June 13, 1945
Dear Dr. Stevens:
Upon my return from Minneapolis, I was glad to have your letter of June 5. I am much obliged to you for the information you gave me.
When I was at Ames, I discussed with Mr. Charles H. Brown about the lists of books which he has compiled for the A. L. A. for use in China. I was given to understand that only books published in this country are to be bought under the grant of the Department of State. The Department, however, insists that books on Russia and materials criticizing the Chinese Government should be eliminated. As they are just the sort of material that I should like to have for China, I cannot very well submit my lists of desiderata.
As I explained to you in our last conversation, I am very much interested in the promotion of Slavic studies in China. Aside from the question of personnel, we need urgently basic materials. I feel strongly that the availability of basic materials in our Library will help promote such studies at postgraduate level.
I have obtained a small grant of $3,000 from the China Foundation for books and journals published in Europe since 1937. This amount is, of course, not sufficient to meet our needs, especially in view of the fact that the cost of books has gone up tremendously in Europe.
The memorandum which I submitted to you in March was meant for a long-term project. Whenever you find it possible to recommend a grant, it will be used to supplement our existing sources of support and will meet our special needs not covered by government appropriations. Above all, a gesture from your Foundation will induce the Chinese Government to make larger grants to us in the future.
I shall be in New York after the 25th and shall sail for Europe in July. I hope to be able to see you and Mr. Marshall before my departure.
Yours sincerely,
T. L. Yuan

With reference to our conversation regarding the possibility of giving assistance to two Chinese scholars to study museum work in the United States, I quite readily appreciate the general policy of the Foundation visa-vis getting men out of China at this time.
In view of these considerations, may I venture to suggest another possibility? This would mean that the Chinese Government would arrange their transportation and pay their travel expenses to this country. Upon their arrival here, would the Foundation be prepared to give fellowships to them for one year and pay their passage back to China?
I shall be glad to hear your views in regard to this possibility.
Your sincerely,
T. L. Yuan
Director

October 6, 1945
Dear Mr. Brown:
Mrs. Fairbank was good enough to consult me with regard to Mr. Den and Mr. Peter Yoh, both of whom have expressed desire to study in American Library Schools.
I am writing to Mr. Den today and have suggested to him that he might as well postpone his trip to the States until transportation facilities between Shanghai and San Francisco return to normal. At present it is impossible for him to go to Shanghai from the interior. Even he gets there, he will not be able to board on an American steamer. He will also have difficulties in getting accommodation at Bombay, as all American steamers are loaded with troops returning home.
Mr. Yoh is now working in the Ministry of Education. If the Chinese Government feels the need of sending him to the United States for further study, he will be sent at the Government's expense.
As a matter of principle, in arranging for fellowships for Chinese students studying library science, preference should be given to those who have never been in the United States before, and those who have made a good record in China. At present, practically every librarian is anxious to return to his home, but due to the lack of transportation facilities, none of them can leave until next summer.
I shall keep you informed about developments here from time to time.
Yours sincerely

Dear Dr. Stevens:
I left Paris on September 23 and arrived Kunming on September 27. While in Paris, I was very much impressed by the amount of scholarly work carried on by French scholars during German occupation, and I could not help comparing with what Chinese scholars suffered under Japanese occupation.
The French scholars suffered because of shortage of food and fuel, but scientific work was not interrupted. On this account the Chinese Government recently made a grant of US $10,000 to support Prof. Pelliot's Institute.
The Tibetan MSS formerly preserved at Tun Huang are scattered in London and Paris. In London, they are kept at the India Office Library and arrangements have been completed to have them reproduced by microfilm. Similar arrangements are being made with the Bibliothèque Nationale for reproduction of these manuscripts kept there. After these films are made, we shall be glad to reproduce them for the use of American libraries.
The Draeger Machine was taken away by the Japanese from the Peking Union Medical College, as you may recall. We are taking immediate steps to trace it and I hope to send you a report after my return from Peiping.
You will be glad to learn that our rare books kept in Shanghai and other cities are intact. As they are extremely rare, we shall have to do a great deal of reproduction work for both Chinese and American libraries. So, the need of a photo-duplication laboratory is most urgent. I hope that my application dated March 20, 1945, may be considered by your Trustees at their meeting next year.
Our collection of books on Soviet Russia in the Russian language have been taken away by the Japanese. We are making plans for the restitution of these books.
I shall leave for Peiping early next month, but shall return to Chungking in December.
Yours sincerely

Dear Dr. Stevens:
The two museum curators, whom I recommended last March for fellowships, are unable to leave for the United States, as their services are now needed in China for taking over cultural institutions in Japanese occupied areas. I shall seek the assistance of the Foundation on their behalf as soon as they are released.
I am writing on behalf of Dr. C. W. Taam and Mr. T. H. Tsien.
Dr. Taam got his Ph. D. degree in library science at the University of Chicago. Since 1937 he has been developing the Chinese collection at the University of Hawaii. In view of his excellent training, I am asking him to join our scientific staff as Chief of the Division of Research. He will have charge of our training centre for librarianship at Peiping. Since he has not visited the mainland at least for 15 years, it is desirable that he should be given an opportunity to visit American libraries and the leading American Library schools. On account of his important work in China, I would like to solicit the assistance of the Foundation in giving him a grant-in-aid to enable him to visit the United States before returning to China. The grant-in-aid will cover his travel expenses from Hawaii to New York and return as well as his living expenses for a three-months period. I estimate that $900 would be sufficient. If it would be possible for you to grant him a grant-in-aid, may I suggest that you communicate with him at the following address: c/o University of Hawaii Library, Honolulu, T. H.
Mr. T. H. Tsien has charge of our Shanghai Office since 1935, and has been largely responsible for removing our rare books from Japanese occupied areas to Washington. He is a graduate of the University of Nanking and has had more than 15 years practical experience. I should like to see that he be given the first priority to come to study at the University of Chicago and I wish therefore to request the Foundation to consider the possibility of giving him a fellowship beginning from September, 1946.
The proposed training centre will be organized on a graduate level. All general courses of bibliography and librarianship will be offered at the National University of Peiping, while technical courses will be offered by the staff of the National Library. There will be close collaboration between the two institutions.
Both Dr. Taam and Mr. Tsien will be asked to give courses at the training centre upon their return. I shall therefore greatly appreciate whatever assistance you and Mr. Marshall may extend to us in furthering professional training for librarianship in China.
Yours sincerely,

Dear Sirs:
With the gradual improvement of transportation facilities between United States and China, we trust that you are now making plans to forward to China the consignments of U. S. documents and other scientific publications held up by the interruption of communications as a result of the Japanese war.
As you may recall, this Library is the leading research library in China; and before the war we received from your Service monthly shipments of books and documents. On account of the large number of packages addressed to us, we requested you to put all packages for this Library in special boxes, so as to save the Chinese Exchange Service from sorting them out. This arrangement, which worked out very satisfactorily before the war, should be continued.
As soon as we are able to set up a sub-office in Shanghai, we shall notify you immediately, so that regular shipments can be arranged.
Assuring you once more our sincere appreciation of your valuable assistance,

Dear Mr. Koo:
Mr. Sun Shu-wan resigned from our Library over a year ago. He has joined a coal mining company and will leave for Manchuria soon.
When he was in Hongkong, I asked him to sell some of my books entitled “Japan's Aggression and Public Opinion”, using the name of the Hongkong Branch, Peking Union Book Store. The profit from the sale of this book and other publications amounts to US $60.00. But according to his own story, part of the money belongs to his relative. Please look up your file and let me know the exact amount deposited at Stechert under the name of the P. U. B. S.

Dear Mr. Yuan:
This will certify that to my own knowledge the Draeger semi-automatic microphotographic camera for the filming of books and other printed matter on standard movie film, complete with lighting equipment, and dark room equipment consisting of tanks for developing 200-ft films and automatic water circulator and heater and two reading machines, of the National Library of Peiping was housed in the premises of this College on December 8, 1941 at the time the Japanese declared war on America, and that it was no longer in our premises when immediately after the peace was declared in August 1945 I again inspected the premises. Therefore, the complete apparatus had been taken from here during the occupation of this College by the Japanese armed forces.

Dear Dr. Stevens:
Upon my return to Peiping, I immediately proceeded to ascertain the losses sustained by the Library during the period of Japanese occupation. An important object which the Library lost is the Draeger semi-automatic microphotographic camera for the filming of books, donated by the Foundation and installed in the premises of the Peiping Union Medical College. According to a letter from Mr. Bowen, copy of which is herewith enclosed, the aforesaid camera is still missing. Most probably it has been removed to Japan.
I am referring this matter to Mrs. Wilma Fairbank, Cultural Relations Officer of the American Embassy in China, in the hope that she would be able to trace the whereabouts of the camera in Japan through General MacArthur's Headquarters in Tokyo.
I shall write more fully by next mail.

Chinese Incunabula in the Pan Family Library
Chinese incunabula, or books printed in the Sung Dynasty, included books published before 1280 A. D. They form the pride of any Chinese bibliophile not only because they are the earliest specimens indispensable for textual criticism, but also for the fact that the art of printing reached its climax during this period-the penmanship, carving work and the quality of paper and ink far surpass those of later periods. Even single leaves of Sung editions are highly treasured by book lovers.
Among the modern book collectors one of the most noted is Mr. Pan Tsung-chou of Nan-hai, Kwangtung, who worked in the Shanghai Municipal Council for many years. During thirty years of active collecting, he concentrated his efforts to the acquisition of Sung editions. His private library was known as Pao Li Tang named after the Sung edition of Li-Chi Cheng-I published by Huang Tang of the Southern Sung Dynasty. The library rivals that of Huang Pei-lieh, the most famous collector of Chinese incunabula in modern history. As a matter of fact, many of the books in the Pan family collection can be traced to Huang Pei-lieh's Pei Sung I Ch'an, “a market-place of hundred Sung editions”, which has long been considered as a unique landmark in the history of Chinese book-collecting.
According to the Annotated Catalogue of the Sung Editions of Pao Li Tang, the library consists of 107 Sung editions besides six Yuan editions. All of them are first editions and beautifully printed.
