Dear Sirs:
On October 8, 1941, the U. S. Government Despatch Agency at 45 Broadway, New York City, informed us that 6 cases of books weighing 1, 093 lbs. were sent to Shanghai from New York per M/S “Sea Witch”. It was consigned to Mr. T. H. Tsien of our Shanghai Office at Room 404 National City Bank Building, 45 Kinkiang Road, Shanghai.
On December 5, 1941 we were informed by the American President Lines to the effect that owing to existing conditions in Pacific, M/S “Sea Witch” was not able to proceed to Shanghai and all cargo to Shanghai will be discharged at Manila. Copy of its letter is herewith enclosed for your information.
We are writing to the American President Lines at Shanghai about the fate of the 6 cases of books in question. But in view of the terrible destruction at Manila, we seriously question the possibility of being able to locate the cargo.
In view of these considerations, we wonder whether it would be possible for you to arrange to supply the books contained in these 6 cases. As you keep a record of every case sent out from Washington, we trust you will be able to find out the titles of books and documents contained therein. While you may not be able to supply all of them, we hope you will be able to acquire a number of them for us.
With renewed thanks,
Yours truly

Dear Sirs:
Under the date of October 24, 1945, we advised that you put all packages of books intended for this Library in special boxes, so as to facilitate their delivery in China.
We have established a sub-office at Shanghai to which all cases of books and documents should hereafter be sent. The full address is as follows:
Shanghai Office
National Library of Peiping
17 Route Pottier
Shanghai, China.
We have received notification from the Librarian of Congress stating that this Library has been added as a depository for a full set of U. S. Government documents beginning from January 1945. We trust you have been duly informed regarding this matter.
As soon as you are able to arrange priority for the shipment of books and documents to China, we hope that those intended for our Library could be included in the shipment, so that Chinese and western scholars in Peiping would be able to consult them after eight years of Japanese occupation and blockade.
Thanking you once more for your valuable assistance,
Yours truly

Dear Dr. Stevens:
When I was in Shanghai, I sent you a cable copy of which is herewith enclosed.
In view of the importance of the Pan family collection to sinological research, I sincerely hope that funds will be available to purchase it en bloc. Out of Chinese Government appropriation we have just set aside a sum equivalent to US $10,000 which will serve as a deposit if and when it is required.
We have asked the Pan family to preserve the collection intact and have promised them to raise money within a reasonable period. If we are unable to raise the necessary amount of money(about US $50,000),I am afraid that the collection will be sold at a public auction, which would, of course, yield a large amount of money to the Pan family.
Mr. F. F. Li is in charge of our Shanghai Office at 17 Route Pottier, Shanghai, and is in touch with the Pan family. During my temporary absence from China, Mr. Li will keep you informed about future development.

Dear Dr. Stevens:
Upon my return from Peiping, I was glad to have your letter dated December 19, 1945 for which I wish to express to you my hearty thanks.
While in Peiping I wrote to you in regard to our failure of tracing the Draeger Machine formerly kept at P. U. M. C. Both P. U. M. C. officials and the OSS staff were unable to locate it at Japanese headquarters in Peiping. Everyone concerned seems to think that the machine must have been taken away to Japan.
I wrote to the American Embassy in regard to this matter(copy of my letter was enclosed in my previous correspondence),but I was informed the other day that since the machine legally belonged to a Chinese institution, it is up to the Chinese Government to trace its whereabouts in Japan. Accordingly, I shall solicitate the assistance of General Chu Shi-ming of the Chinese Military Mission in Japan in regard to this matter.
I am glad to inform you that our library building and our collections at Peiping are both intact. All of our Russian material, however, have been taken away by the Japanese. The Russian collections in other libraries, such as the Tsing Hua University and the National University of Peking, were also removed to Japan.
After my survey of the resources of Peiping libraries, it is safe to say that no Russian books and journals are to be found in Peiping.
However, all collections of Chinese documents(entirely in manuscript form)in the Palace Museum, the National University of Peiping, and the Historical Museum are intact. This fact alone will make Peiping the leading centre of sinological research in China.
As the need of reproducing this unique archive material is more than apparent, I hope that my memorandum dated March 20, 1945 may be given due consideration. In this connection, I beg to enclose a letter from Mr. Eugene B. Power of the University Microfilms which is self-explanatory. I shall solicit the assistance of Mr. Power when the funds for a photo-duplication laboratory are available.
While in Peiping, I secured a historical temple near our library which, after some alterations, can be used most advantageously as a training centre for librarians and museum curators. I expect to visit some training centres in the United States this spring and I shall look forward to seeing you and Mr. Marshall before very long.
With kindest regards,
Yours sincerely

January 11, 1946
Dear Mr. Yuan:
Your letter of October 31 is received, and I am hastening to answer. Naturally, I am delighted to know that you are planning to go ahead with your laboratory and want to assure you at the beginning that if we can be of any assistance, either in the purchasing of equipment, recommending what equipment should be obtained, or in its installation and initial operation, I trust you will feel free to call upon us.
In considering the list of equipment which you enclosed, one must know what type of work you are going to do, and how much of it. Not having too much information on this point, I can only guess, and give you an opinion based on that estimate.
I. CAMERA. I do not believe that you require a Microfile Model C-2 unless you are planning to copy engineering drawings exclusively. The model C-1, with the oscillating cradle, is particularly useful for large volumes such as bound newspapers, and by clamping a top on the cradle it can be used for large drawings. The Microfile Model D is a very useful camera for the photographing of books and periodicals, particularly if used in combination with a book-holder.
The cost of the C-1 is $3600.00, and of the D about $1300.00.
II. PROCESSING. You have made no provision in your list for suitable processing equipment. There are two types which would probably be satisfactory for you; either Stineman reels or rack and tank built on the spot. In the hands of skilled operators Stineman functions satisfactorily. We used them for some years. A 200-foot reel costs $60.00, and you would probably need at least two such reels. In addition, you will need stainless steel trays and washer, and a squirrel cage dryer.
The reels can be purchased in this country, and I would recommend the purchase of the stainless-steel trays and the washer made after a design described on page 213 of Volume V. No. 4 of the Journal of Documentary Reproduction. With two such Stineman reels as mentioned above, you should have a capacity of around 1200 feet per day, which should be all that you would need, I believe. Rack and tank can be used, but I am not so familiar with this method. More chemical is required, and more space, although it is a dependable method as well.
The Stineman reels are manufactured by:
III. PRINTERS. The Depue microfilm printer is without a doubt the most satisfactory piece of equipment for that use made at present. We have used one for a number of years with complete satisfaction, and I would certainly recommend it.
IV. ENLARGER EQUIPMENT. The Recordak Model. An enlarger is an excellent piece of equipment, and is thoroughly satisfactory for microfilm work, I am not intimately familiar with the Omega D-11 enlarger, inasmuch as we have not used them here. I know that it is good equipment, however, but I wonder if you have reason to duplicate, whether the Recordak enlarger might not serve all your needs adequately.
V. PAPER DRYER. The Pako Dryer is a good one, and should do the work satisfactorily. The size you will need will depend somewhat upon the size of enlargements you anticipate making. Ordinarily a 30” belt is sufficient.
VI. PRINT WASHING EQUIPMENT. If you are making enlargements, it will be necessary to have a suitable washer for your points. We have experimented with a considerable number of these, and have concluded that the Pako Rotary Washer is by far the most satisfactory. This sells for $125.00
VII. MISCELLANEOUS EQUIPMENT. In addition to what we have listed above, you will need a rather considerable amount of miscellaneous equipment. This involves such things as tin reels, inspection lenses, light boxes for inspection of film, splicing equipment, cartons for the storage of film, etc. In other words, the amount of miscellaneous equipment which one accumulates and requires in the operation of a laboratory is surprising.
VII. MICROFILM READER. The Recordak library film reader Model C is the most satisfactory one on the market at present, and you should have one in your laboratory.
I am attaching to this letter a list of equipment which you will need and the probable cost, as well as the addresses of the manufacturers. I trust that what I have written will be of assistance to you, and want to repeat what was said at the beginning of this letter. We will be very glad to assist you in any way possible.
When you were here you suggested that we might help you get your laboratory started. I hope that you will feel free to make that request when the time comes. My sincere regards.
Sincerely yours,
University Microfilms

Dear Mr. Brown:
Upon my return from Peiping, I was surprised to find that the $2,000 which I recommended as a grant to the A. L. A. has not been paid by the Ministry of Education. I have already requested the Ministry to send you the above amount through the Universal Trading Corporation.
Neither you nor Mr. T. Y. Fan of U. T. C. have informed me of the non-receipt of the grant and I have taken it for granted that this amount has long been received. It was only yesterday when the Ministry asked me to proceed to the United States to expedite the purchases made by U. T. C. that I discovered this error.
I expect to be in the United States in March and April and I should like to seek you and your Committee's advice regarding closer cooperation between Chinese and American Libraries.

Among the important objects which the National Library of Peiping lost during Japan's occupation of Peiping is the Draeger semi-automatic microphotographic camera for the filming of books and documents, donated to the National Library by the Rockefeller Foundation and installed in the premises of the Peiping Union Medical College. From the information supplied by many quarters in Peiping, the camera had been removed to Japan for military use.

Dear Mr. Brown:
I hope you have received my letters dated January 14th and 18th stating that the Universal Trading Corporation had been asked to remit to your Committee the sum of US $2,000 as a grant to the A. L. A. As I wrote to you on January 14th, I took it for granted that this amount had long been paid, so I did not inquire about it before I left for Peiping.
On my return from Peiping, the Ministry of Education asked me to take a short trip to America to expedite the purchases made by UTC and it was on this occasion that I inquired about it. When I learned that this amount was not sent, I immediately asked Minister Chu Chia-hua to make a prompt payment. I also wrote to the Managing Director of UTC to send you this remittance without waiting for my arrival.
I have much pleasure in acknowledging the receipt of your letter of December 24th informing me about the allocation to China of the periodicals subscribed by the A. L. A. I am sure all of my colleagues in China appreciate very much the assistance given by the A. L. A. in granting China the highest priority.
As I expect to leave for Europe very soon, I am not sure whether I could receive Mr. Lydenberg's letter before my departure. I have, however, told my secretary to send me copies of correspondence from you and other officials from the A. L. A.
As to the revision of the book lists submitted by various institutions, you are requested to exercise authority to make changes as you see fit. You will no doubt include the latest books and latest editions, using these lists only as a basis. I am afraid that very extensive revisions have to be made in view of the fact that these lists were compiled in 1939-40 when China already had several years of blockade.
I think I had written to you informing you that a grant of US $18,750 was made by the Chinese Government to the American Book Centre, Inc. to meet its administrative expenses. I hope to call on the Centre immediately after my arrival in March.

Dear Mr. Marshall:
I have pleasure in acknowledging the receipt of your letter of January 7, copy of which has been sent to Mr. Fu Chen-lun who is now busily engaged in conducting a survey of Chinese cultural materials now stored in Japan.
In my letter to Dr. Stevens dated October 17, 1945, I mentioned Dr. C. W. Taam of Honolulu as deserving some support from the Foundation in regard to his trip to the United States. I have recently heard from Dr. Taam stating that owing to ill-health he has to remain at Honolulu, and he regrets that for the time being he will not be able to join our staff at Peiping.
In my letter to Dr. Stevens dated January 17, I mentioned the dispersal of private collections in China, particularly the Pan family library. As it is not easy to raise the necessary amount of money before my departure, we have urged the owner to keep the collection intact until funds are available.
You may be interested to know that the Government has purchased the late Mr. Kuo Shi-wu's famous collection of Chinese porcelains and the Yang family library of Chinese incunabula and has deposited them in the Palace Museum and the National Library of Peiping respectively.
The Government has increased the total number of fellowships offered for Chinese studies at American universities to 45. With these fellowships they can spend their second or third year in Peiping. Unfortunately, the choice of universities has not been a happy one. For instance, the University of Southern California has been provided with five fellowships, while Cornell, Pennsylvania and Pomona have all been left out.
The Ministry of Education has made a grant of US $18,750 to the American Book Center and US $2,000 each to the A. L. A. and the Inter-Allied Book Center in London.
I am leaving for Paris next week and I hope to have the pleasure of seeing you and Dr. Stevens in March or early in April.
With kindest regards,
Yours sincerely,
T. L. Yuan

Dear Sirs:
With further reference to our letter of January 2, 1946, regarding the six cases of books sent to this Library per M/S “Sea Witch” on October 8, 1941, we beg to enclose herewith copy of a letter from the American President Lines, Shanghai, dated January 26, 1946 stating that the Manila Office of the American President Lines has informed it that the above cargo was either looted or taken by the Japanese at the time of their occupation.
From your record you would no doubt, ascertain whether these six cases of books contained U. S. government documents, or scientific publications sent to us by various correspondents in the United States. We shall be exceedingly grateful to you if you could take steps to supply us with the missing publications if any of them is still available.
As stated in our letter dated January 3, our Shanghai office is now situated at 17 Route Pottier, Shanghai, to which all of the publications addressed to this Library should be sent. We hope that it will not be very long before you could obtain priority in your shipment of book cases to China.

Dr. T. L. Yuan
c/o Division of Orientalia
Library of Congress
Washington, D. C.
Dear Mr. Yuan:
It is good to know that you are in this country again. Is there any chance of your coming to Ithaca?
I received two lists of books you had for us in Chungking and I sent word to Mr. Biggerstaff asking him to try to arrange to have the books sent on to us. I hope they will arrive before long and that others from Shanghai and Peiping will follow.
Last winter, at the suggestion of Mortimer Graves, and remembering that you said we ought to have some of the Chinese government fellowships for American students in Chinese studies here, I suggested to the Vice-President, Mr. Sabine, that he write to Mr. Chen Chi-mai about the matter. In December Mr. Chen wrote that he was recommending that the fellowships be established at Cornell. Since then, we have heard nothing more about them. I wonder if you have any suggestions as to anything we might do in order, if possible, to make them available for students here for next year. Mr. Kok is going back to Yale but the language work is to be carried on as before, Mr. Biggerstaff will be back to give courses in Chinese history, and Mr. Shadick, formerly at Yenching, is to come to teach courses in Chinese literature, so that with all these courses and the Wason Collection, we feel that facilities for work in Chinese studies here will be as good or better than in most other universities in this country. We shall appreciate very much any help you can give us in this connection.
A day or two ago this list of geological publications was given to me with the suggestion that the Paleontological Research Institute would be glad to give them to any Chinese library which would like to have them. If you know of such a library and will tell me where the books should be sent to be forwarded to it, I shall be glad to pass the information along to the Institute.
With all good wishes,
Sincerely yours,

Dear Dr. Stevens:
With reference to my memorandum of March 20, 1945 and our subsequent conversation regarding the need of a photoduplication laboratory in China, I beg to enclose herewith copy of a letter from Mr. Eugene Power of the University Microfilms, Ann Arbor, Michigan.
Attached to his letter you will find a list of equipment with their present prices. It does not, however, include chemicals nor the dark room set up. I have also consulted Mr. Tate of the National Archives who has gone over this list very carefully and found it in order.
In order to have a trained man in charge of this laboratory, it is desirable that one of my assistants in China be given an opportunity to come to the United States for further technical training. I therefore propose that Mr. T. H. Tsien of our Shanghai office be sent over for a period of one year under a Rockefeller Foundation fellowship. He will take courses at the School of Library Service, Columbia University, and at the same time get practical training and experience at the laboratory of the New York Public Library and Columbia University Libraries. Since I have not received the blank forms which you sent me in January, I would appreciate very much if you will kindly send me another set so that I can forward them to Mr. Tsien. Should an interview with Mr. Tsien by your field representative in Shanghai be necessary, Mr. Tsien can be reached at our Shanghai Office, 17 Route Pottier, Shanghai.
I would like to add that the above plan, as well as the plan of sending over Mr. Tsien for further training in this country, have been endorsed by the Board of International Relations of the American Library Association at its meeting held in Washington on April 26, 1946.
If a decision is made after my departure and if you desire additional information regarding our plans, I would suggest you communicate with Dr. K. T. Wu, Library of Congress, Washington, D. C. Dr. Wu has been a member of the National Library of Peiping, now on leave to serve in the library of Congress.
I presume your purchasing department may be able to assist us in ordering and shipping the equipment to China, if the above request receives favorable consideration of your trustees.
I hope to call on you and Mr. Marshall again sometime next week before I sail for Europe.
Yours very sincerely,

Dear Miss Gaskill:
On my return to New York, I am delighted to have your letter of May 2nd.
With regard to the books which we have bought for you, I have just had word from Chungking, stating that they had been sent to the American Embassy for transmission to you. I hope you will receive them before very long.
Concerning the fellowships for American students in Chinese studies, I strongly recommended that this fellowship be established at Cornell, but things are moving very slowly in China. I understand that a small committee will be organized to consider the whole question of Chinese Government Fellowships for American students, which totals forty-six. You will no doubt hear officially our plans for next year.
You may recall that last year I recommended Miss Liang Sze-Chuang, a graduate from Columbia School of Library Service and now librarian of Yenching University, to assist you in cataloging the Chinese collection. I trust that as soon as her services are needed at Cornell, you will write to her direct. Her address is “care of Yenching University Library, Peiping, China.”
Thanking you also for a list of geological publications. As Tsing Hua University suffered much in her scientific literature, may I suggest that you ask the Paleontological Research Institution, at Ithaca, to send these publications to that University. They should be sent to the American Book Center, Inc., Deck A. Library of Congress, Washington, D. C., for transmission to Tsing Hua University, Peiping, China. As I am leaving for Europe on May 20th, I regret that I shall not be able to pay you a visit, but I hope to see you in China before very long.

May 17, 1946
Dear Dr. Yuan:
I am enclosing several lists that have to do with the sets of periodicals that are now being sent to the Academia Sinica in Shanghai for distribution to Chinese libraries. The enclosures include the following:
1.An alphabetical list of the titles being sent showing the number of sets and the dates or volumes covered by each set.
2.A list of publishers who are making shipments. As is indicated by the symbols, some of these shipments are going by direct mail, others we hope to send through some special facilities since the shipments will be very large. At present it looks as though the American Book Center would take care of these shipments. We have also indicated on this list all the shipments which have been reported shipped up to the time the list was prepared.
3.A single page list showing the expiration dates of all subscriptions that do not expire in December 1946. All those that are renewable through June have already been ordered but we will assume that the later subscriptions will be taken care of by the libraries receiving the sets.
4.A form letter addressed to you which describes the sets of sample copies of periodicals which I believe I mentioned to you in one of your visits here.
I am sorry that it has not been possible to complete the three periodical lists which you requested last week. The Army Medical Library did prepare a medical list which is ready except for the addition of a few prices. We asked the Department of Agriculture for an agriculture list but what they have given us is not satisfactory and I am working on the revision which should be ready sometime next week. We asked Mr. Brown to prepare the engineering list and have not yet heard anything from him. It is possible that it will reach us tomorrow or that he has sent it directly to you in New York. We hope to be able to get all the lists off to you in London sometime next week.
I hope that the enclosed lists are reasonably accurate. Some of the work has been done in a great hurry and it is very likely that some errors have crept in. Please let us know if you do have discrepancies that cannot be explained. Since we do not see the journals before they are shipped, we shall have to rely on you for reports on any errors in packing that are made by the publishers.
Sincerely yours,
Dorothy J. Comins
Executive Assistant
P. S. Mr. Brown has sent us, in connection with your request for a list of medical journals, the enclosed list of those ordered from the State Department grant. Most of these journals are also on the list prepared by the Army Medical Library.

Dear Sirs:
With reference to our conversation this morning, I wish to confirm the arrangements which we agreed to follow in connection with the placing of the book orders for Chinese universities.
It is realized that one of the main difficulties which you encountered in the past in placing the order was due to the fact that the book lists were compiled in China during 1939-40 and many titles contained in these lists either lacked bibliographical data or were already out of print. In many cases a number of titles were not even published in this country. For this reason, your agents were reluctant to executive the orders which you placed.
In order to overcome this difficulty, the Ministry of Education has requested the American Library Association to draw up lists of basic reference books published in the United States during the last ten years which are especially needed by Chinese universities. Accordingly lists of such books for Colleges of Arts, Sciences, Law, Commerce, Agriculture, Engineering, Medicine and Education are being compiled by the Washington Office of the ALA. If a university consists of these faculties, the books listed in all of these lists will be ordered for that University. On the other hand, if a certain university is made up of only two or three faculties, only the books listed for those faculties will be purchased. Under this arrangement books are supplied according to the number of faculties and departments of instruction which each institution maintains. Each institution is thus enabled to obtain the basic reference books concerning the special field of concentration in which it is particularly interested. For your convenience, I am enclosing a list of Chinese universities and colleges indicating the departments of instruction in each institution. It is suggested that you consult this list before placing the order.
After you have purchased these books as well as scientific apparatus, you will be in a better position to know how much is left in the appropriations for each institution. The Ministry will appreciate such information as early as possible so that the order for additional books and apparatus can be placed. In this connection the Ministry will appreciate your assistance if you would ask American publishers to send their booklists and recent catalogue to various institutions in China as noted in the attached list. With the help of these lists and catalogues, Chinese universities will be able to select additional titles necessary for teaching and research.
As to the book lists now being compiled by the Washington Office of the American Library Association, I have requested that Office to have them mimeographed at Washington and to send as many copies as you wish to have. Please contact that office at the following address: International Relations Office, American Library Association, Library of Congress Annex, Study 251, Washington, D. C.

Dear Miss Comins:
I appreciate very much your good letter of May 17 enclosing several lists that have to do with the sets of periodicals that are being sent to China by the ALA. The lists will be transmitted to China for immediate attention and I shall have occasion to write to you from time to time.
I now enclose a copy of my letter to the Universal Trading Corporation together with a list of Chinese colleges and universities. From this list you will readily see how Chinese universities are made up. I hope it might be of some assistance to you in drawing up the book lists.
With regard to the mimeographing of the booklists, I would urge your Office to do it in Washington, because there is no trained librarian in the UTC and I am afraid that they might get things mixed up. I really feel that the matter is placed in safe hands if the A. L. A. Washington Office would undertake the job.
Thanks for sending me the list of medical journals which is extremely useful to us. As to the lists of engineering and agricultural journals, you can send to me at my London address: care Chinese Embassy, London. My steamer S. S. Washington has postponed its sailing until Wednesday, so it has given me two extra days here.
Please convey my hearty thanks to Mr. Milczewski and Miss Kelly for their assistance which means a great deal to us.

May 28, 1946
Dear Dr. Yuan:
Thank you for your letter of May 21 and for the enclosed list of institutions for whom the lists of basic reference books are to be compiled. In the initial steps preparatory to the compilation of the bibliographies, several questions have arisen. May we please ask you to assist us in clarifying the following points:
①On the list of institutions you enclose with your letter(List A),there are some nine universities and twenty colleges or institutions. However, on the previous list you sent to Miss Comins(List B)there are forty-one universities, national and private, and thirty-five colleges.
Are we to understand that the book lists are to be compiled taking into consideration only the nine universities and twenty colleges, or do you plan eventually to purchase books for all those institutions mentioned in the longer list?
②Is the National Academy of Peiping divided into separate faculties, and if so, what are they? There is no institution of that name listed in List B.
③Enclosed you will please find a chart breaking down the separate faculties into departments of instruction, primarily to show the wide divergence in subjects taught at the various institutions. This chart would tend to indicate that the lists should be prepared not merely by faculties, such as Arts, but also by departments of instruction, such as Chemistry or Biology. For instance, these two universities vary in the number of departments in the college of Science:
Then, too, in some universities there is a combination of faculties, such as in the National University of Yunnan's College of Arts and Public Affairs which has the following departments of instruction, some of which would not be included normally in an Arts list:
Chinese literature and history
Western languages
Law
Political Science
Economics
Sociology
In your letter to the Universal Trading Corporation, you imply the possibility of making up the list by departments of instruction in these sentences:
“……Under this arrangement books are supplied according to the number of faculties and departments of instruction which each institution maintains. Each institution is thus enabled to obtain the basic reference books concerning the special field of concentration in which it is particularly interested. For your convenience, I am enclosing a list of Chinese universities and colleges indicating the departments of instruction in each institution. It is suggested that you consult this list before placing the order.”
If the bibliographies are compiled by department, the mimeographed lists can be assembled in this office and so marked that the Universal Trading Corporation can ship the desired sets to the proper institution, thereby relieving them of the difficulty of sorting. This would in effect be equivalent to preparing a special list for each university.
④In regard to the total amount to be spent, it was our understanding that each subject list such as Science, was to total approximately $2,000. However, on your List A you indicate $3,000 as the amount to be spent on each of the nine universities. There are three faculties in the Tung Chi University, and five faculties in the University of Yunnan. Do you intend that $3,000 be spent of each university regardless of the number of faculties, or departments of instruction, or that $3,000 are to be spent on each of the faculties within the university? In the latter case Tung Chi would receive $9,000 and Yunnan $15,000.
In the desire to compile the best type of lists to meet the individual needs and interests of each institution and at the same time to facilitate the distribution of the books by the Universal Trading Corporation, American Library Association recommends the following procedure:
1)Compiling lists by subject, such as Arts or Commerce, and subdividing each list by department such as Philosophy or Economics.
2)Marking the mimeographed lists for U. T. C. so as to indicate which subdivision(or departments)should be sent to any one university.
Our estimate of the cost of this selection job still comes within the $2,000 allocated to the A. L. A. There are a number of unknowns, particularly the amount of time, which is involved which may raise the cost. May we feel free, if that should prove necessary, to raise with you later the question of additional funds to complete the work?
Awaiting your further instructions, I am
Very truly yours,

Dear Mr. Milczewski:
Thank you for your letter of May 28 with the enclosed chart which you were so good to have drawn up. In answer to your inquiry, I beg to offer the following information:
1)Lists of basic reference books should be prepared for each of the 29 institutions, the list of which was enclosed in my letter of May 21. Consult the “longer list” only when you wish to know the location and organization of a particular institution.
2)The National Academy of Peiping is a research institution and is made up of institutes of physics, chemistry, radium, botany, zoology, etc. Booklists should emphasize the natural sciences.
3)Your list should be prepared for each institution under departments of instruction. The titles should be assembled at your office, so that the UTC's business will be to place the orders only.
4)The amount specified for each institution is only approximate. It is allotted to each institution regardless of the number of faculties and departments of instruction. For instance, Yunnan and Tung Chi each get $3,000, not $9,000 or $15,000.
5)I am in entire agreement with your proposed procedure as indicated in your letter. Please be sure to have a special list for each institution, so that the UTC can place the order immediately without any further sorting. In fact, the same list can be used for all engineering colleges. There will be economy of time and labor.
6)Further requests from China will be forthcoming and I hope you will let me know whenever additional funds are needed. If there are points which are not clear to you, you may consult Mr. K. T. Wu of the Library of Congress.
7)I think it would be of great help to China if the ALA would send out a circular to all publishers asking them to mail their catalogues and booklists to Chinese institutions in strategic centers, so that they will be regularly informed about American current publications. In my letter to UTC, I suggested that they attend to this matter, but I find they are incompetent even to do this. Please consult Mr. Wu as to the institutions in China interested in receiving such catalogues and book-lists from American publishers.
I expect to visit Germany after June 25. The Chinese Embassy at Pairs will forward my mails.
With renewed thanks,
Yours sincerely,

Thank you so much for your prompt and enlightening reply to our letter regarding the many questions that had arisen in preparing the lists of purchases for Chinese universities.
We are happy to learn that you agree with our proposed procedure inasmuch as we feel that by following it the individual needs of each institution can best be met.
The comparison of available bibliographies has already begun in our office for the initial selection of titles to be placed on the lists. Letters will be sent to a select number of Consultants this week so that we may have the benefit of their authoritative advice.
We shall contact Mr. Wu in the near future to ask about the institutions in China interested in receiving book catalogues, and shall request the most important American publishers to send them as soon as possible.

Dear Dr. Yuan:
The American Library Association is privileged through the generosity of the Rockefeller Foundation to distribute sets of outstanding publications of a reference and research value published during the years 1939-1944 in this country. We know that those publications would not have found their way during the war to the countries in the war areas, and there was a great likelihood of their not being available later because of paper and other factors limiting production.
It is our pleasure to be able to tell you that four sets of these books, one set of approximately 747 titles(853 volumes)and three sets of approximately 544 titles(593 volumes)published during 1939-1943 were dispatched to you from our office July 12th, through the shipping facilities of the United Nations Relief and Rehabilitation Administration, for distribution to the libraries of China.
The titles for the year 1944 are being sent directly to you from the publishers. A number of these may already have reached you. We shall be most deeply grateful if we can leave to your Committee the distribution of these volumes to the libraries in China which need them most.
The books themselves were selected on the basis of two lists prepared for the Committee on Aid to Libraries in War Areas of the International Relations Board: "Books published in the United States, 1939-43; a selection for Reference Libraries", and"Books published in the United States, 1944; a selection for Reference Libraries". The lists were prepared with two purposes in mind(1)to inform reference libraries, governmental agencies, and individual scholars in war areas of important American books published since the beginning of the war, and(2)to serve as buying lists for the sets of books mentioned above which were purchased for libraries in war areas with funds provided by the Rockefeller Foundation. Three hundred copies of the first list mentioned above have been included with the shipment.
Enclosed are the check lists of the titles selected in both shipments. The numbers refer to the titles as numbered in the first list noted above.
Our Board and the Rockefeller Foundation hope that the books sent will be made available to the students and scholars of China and that they will find them useful.
With expressions of high esteem, believe me to be,
Sincerely yours,

Dear Miss Comins:
Upon my return from Europe, I find your letters of May 16 and July 31 awaiting me here. The three cases of sample copies of periodicals have not yet been received. They will firstly be used for exhibits, and as you kindly suggested, sample copies will be circulated to various cities together with information as to where the sets for the war years are located.
We have had a meeting of the Committee on the Distribution of Books to decide on the principles to be followed in the distribution of materials received from the American Library Association and the American Book Centre. I have taken note that the American Academy of Political and Social Science has been sending complimentary copies of their ANNALS to the National Central Library, and shall see to it that no duplication will be made in this case. As to the disposition of the four sets of the ANNALS, I shall let you know by next mail.

October 31, 1946
Dear Dr. Yuan:
We have compiled a report on the present status of our selection of comprehensive purchase bibliographies for the Universities of China for your information. Actually, a great deal has been accomplished, probably far more than the report reveals. The groundwork is well-laid, but our conception of the scope of this project has greatly changed.
We had so little time for practical conversation with you that it has taken us some time to realize all the needs which these purchase bibliographies must meet. Therefore, we now feel that an increased budget at this point will make possible far more valuable bibliographies and will, in the end, be a truer economy. It is our hope that the American Library Association bibliographies will cover, not only your present needs, but also your possible and future needs.
Before arriving at this decision, we have discussed the problem with some of our distinguished consultants. Such discussion has confirmed our impression that additional care and time will be more than compensated for by the greater usefulness of the bibliographies.
You will note that the Medical Bibliography is ready for mimeographing and will be forwarded to Universal Trading Corporation within a very few days. We will continue to forward each bibliography as it is completed with the names of the universities to whom allocations have been made and explicit instructions for purchase. The major bibliographies should move forward fairly rapidly now; that is, the Science, Technology, Agriculture, and Education lists.
Our request for an additional $3,000.00 which we wish to present at this time, is designed;(1)to cover the expansion of the remaining bibliographies;(2)to cover the mimeographing cost;(3)and to cover any incidental expense which may arise, not only in the first few months of 1947, but in the completion of the orders for the remaining universities later in the year.
We leave the matter in your hands, Dr. Yuan, with the simple assurance that we consider this additional amount necessary in order to meet the objectives which you so carefully stated when you were in Washington.
Very sincerely yours,
Charles H. Brown

Dear Dr. Lydenberg:
I have recently returned to China after having spent four months in Europe. Your good letter of July 26 has been awaiting me here, and I am taking the first opportunity to acknowledge its receipt with grateful thanks.
The various issues of American scientific and learned journals have arrived regularly, and are being distributed to those reference libraries which can make the best use of them. The four sets of American publications of reference value have just been received, and we are now checking over them before distributing them to various libraries.
We are very much indebted to the American Library Association for the splendid effort in supplying us with the much-needed American publications in connection with the replenishment of Chinese libraries. We also appreciate highly the foresight and generosity of the Rockefeller Foundation in making the gift to China possible. The presence of these publications in this country will form an everlasting token of American friendship toward Chinese scholars.

American Embassy
Nanking, December 9, 1946
Dear Dr. Yuan:
In reply to your letter of December 2nd, of the books purchased by the American Library Association under a grant from the Department of State, only a very small shipment has arrived in China and that one came last year to West China and was distributed to university libraries in that area. No books have yet been unpacked in Shanghai and, in fact, none of these books have been received for nearly a year.
We are at the present time doing our best to trace these shipments, and arrangements for their distribution will be made as soon as they are received. The distribution will be made by the United States Information Service under the supervision of the Embassy, and the American Library Association will have no voice in the distribution of the books.
Yours sincerely,
Wilma Fairbank
Cultural Relations Officer

Dear Dr. Stevens:
Since I had the pleasure of meeting you in New York, I have spent four months in Europe. While there I bought a great number of books which have already been shipped to Peiping. I returned to Peiping four weeks ago and found them already on our shelves.
You will be interested to know that in spite of inflation and political instability, our work at the National Library goes forward. In addition to the main library which has been kept intact, we have just established a branch library containing about 300,000 volumes of Japanese books which were left over by the Japanese in Peiping and are now turned over to the National Library by the Government. Several experts are studying the collection and we are trying to bring it up-to date by securing material issued since Japanese surrender. It will serve as a centre for Japanese studies in China.
We are also engaged in collecting Russian material; and I am glad to inform you that we have been successful in obtaining extremely rare items from private collections in Peiping. I am confident that if further financial support is coming, we shall be able to maintain a centre for Russian Studies having close liaison with the work of Russian studies in Europe and the United States. As you may recall, this is a matter which has been in my mind during the last few years.
I understand that both you and Mr. Marshall were in Europe recently, but I regret that I did not have the opportunity of meeting you there. I sincerely hope that you will soon arrange to pay us a visit as you promised me. It would give us great pleasure to see you and Mr. Marshall here and to show you how we could do things much cheaper than Americans can do either in China or in the States.
With best wishes for a Merry Christmas and Happy New Year,
Yours sincerely,
T. L. Yuan
Director

Dear Dr. Yuan:
We were pleased to learn from your letter of October 23rd to Miss Comins of your safe arrival in China and hope that your work is going forward.
You should have received in early November our progress report on the bibliographies for Chinese universities, together with our request for additional funds. However, as the mails are not yet completely regular, we are enclosing copies of the report and of Mr. Brown's letter.
The information which we requested will be required soon for compilation of the bibliographies for the special institutions, i. e., curricula outline for N. Mercantile Marine College, N. Kweiyang Teachers College, N. College of Social Education, Fukien Research Academy and N. Institute of Compilation and Translations; also, the statement of needs of the N. Central Library will be necessary.
Since writing the letter referred to, we have needed to know whether certain special institutions will require books other than in their subjects and general reference. To be exact, will N. Mercantile Marine College and N. Institute of Pharmacy require the books in general arts, philosophy, Western language and literature, Chinese history, Western history and geography?
It is a pleasure to report that the lists in medicine, agriculture, the arts and general reference will probably be in the hands of Universal Trading Corporation when you receive this letter. Copies will be forwarded to you as each subject list is mimeographed.
Please be assured of the desire of all of us concerned with this work to see it move forward rapidly to its culmination in the shape of books on Chinese library shelves.
Hoping to hear from you soon, I am
Very sincerely yours,
Rae Cecilia Kelly
